Captain Sam Fleming
Captain Sam Fleming began his career with the Azusa Police Department in February of 1983, as a police cadet. Rising through the ranks, Captain Fleming now serves as the department's Administrative Division Commander.
In this capacity, Captain Fleming oversees the following units and personnel:

- Fleet/Building maintenance
- Jail operations
- Contract services
- Fiscal budgets
Over his career, Captain Fleming has held the following positions in the department:

- SWAT Team Leader
- Narcotics Detective Supervisor
- Firearms Instructor
- Jail Manager
- Training Sergeant
- Patrol Sergeant
- Patrol Lieutenant
Recipient of The Meritorious Service Medal
In 2016, Captain Fleming was awarded the department’s second highest honor; the Meritorious Service Medal. This prestigious award for Captain Fleming's role in assisting the federal government with the investigation of a major drug cartel. The case led to several indictments, the seizure of over one ton of narcotics, and several weapons.
Captain Fleming was raised in the San Gabriel Valley, moving to Azusa when he was 12 years old. As a long term member of the community, Captain Fleming has both witnessed and participated in the revitalization of this great city to what it is today.
Striving for excellence, Captain Fleming earned Bachelor’s and Master’s Degrees from Union Institute & The University of Cincinnati in Criminal Justice Management and Organizational Leadership.
