Resolved Car parked in neighborhood for several weeks

There is a car that has been parked in front of my neighbors house since approxiamtely the week of Christmas. Since that time the street sweeper has come by for 4 consecutive weeks (no street sweeping on the holiday weeks) and the car remains there unmoved and unticketed. To whom do we report this to?
