There is this trailer that likes to park in the RED zone in front of the Pawn Shop of Foothill and Todd Ave, around 7;30 AM (during rush hour). The road in that section is already very tight with a bus stop next to it. The driver always turns on the hazard like it's an emergency, but he actually makes a stop to get some coffee from the Shell station. Is it legal?
